I think that I covered the limited time characters/attractions above. Once again, they are the premium content because they are optional to finish the event storyline. You pay premium to obtain them to help with the event, but not required. These items might not have been obtained, even if you otherwise completed the event. This status is still valid/apparent in how they are used as helpers in future LTEs or TCs. So they are still premium and only they are premium and not the rest of the items in the collection.
I hope I have been able to explain the concept as I understand it.
The argument has to be divided into parts.
All Concessions and Decorations are now non-premium and limited time. Previously, it was possible to buy them directly, with Magic, Gems or Elixirs, so there was a differentiation of premium and non-premium. Also, some were only available during LTEs and were called limited time. Now they can only be obtained from Chests (apart from some Mini Event and/or Calendar rewards). And they can be added and removed from these chests (Concession/Decoration chests) or the Legendary Chests which are themselves only available for limited times.
Characters and Attractions which initially can only be obtained with Gems were and still should be classified as premium. They are premium because they are optional and not required for completion of the (Main or LTE) storylines. So, you have to pay a premium to get them for extra help in the event / storyline. This is very easily understandable for Permanent (main storyline) items. For limited time items, conceptually, this status is still valid/apparent, if and when they are used as helpers in later events. So, they still remain premium even if they are available through chests.
Anything which can be added and removed from the Attraction Enchantment, Concession or Decoration Chests or is only available through chests which are available for short spans of time, are limited time.
