It can be found as a cycling reward in the Enchanted Chests.

The purchase cost was discounted to Template:Gems10 during the Mother's Day Sale 2016 on 7th May 2016.
It was awarded as the fourth prize in the Shooting Stars Mini Event on 16th May 2016.
It was awarded as the fourth prize in the Wizard Training Mini Events.
Blocking Materials lost it's premium status when it was available in the Enchanted Chests with the Earth Day, Easter Update on 12th April 2017.
